Virginia Jail VINE is the custody-search and notification layer for local and regional jails. That is the relevant VINE path for people held at Middle River Regional Jail or Rockingham-Harrisonburg Regional Jail. Anyone may search a local-jail record and register through the available public channels. The service can send events reported by a participating facility, including release, transfer, death, and escape or return. Some facilities may also report work-release or home-monitoring changes, so preserve the event label exactly.
VINE does not merge every correctional system. VADOC state-prison victim notifications now use NAAVI, with eligibility limited to victims and qualifying immediate family. Probationers and parolees are not covered by NAAVI, and local jail records remain in Virginia Jail VINE. BOP inmates are not tracked through the local VINE service. A federal case must be followed with the BOP locator or the court and USMS as the case stage requires.

Keep a copy of the exact status and the time it was checked. VINE is an event notification tool, not the signed jail release transaction. If the display says “released” or shows another out-of-custody event, ask the reporting jail for the effective time, release code, and receiving agency. A court docket can then explain bond, sentence, dismissal, or another order, but the docket is not proof of the physical exit hour.

A “released” notice should not be paraphrased as acquitted, exonerated, or sentence-complete. Those are different legal claims. Likewise, a transfer notice requires a next-custodian check. Ask MRRJ at (540) 245-5420 or use the appropriate RHRJ contact when the reporting facility is clear.
Interpret Harrisonburg VINELink Events
Release is a custody event, not a verdict. A person may leave local pretrial custody on bond or recognizance while the criminal charge stays pending. Someone whose local sentence ends may still have another hold. A transfer closes the reporting jail’s custody but continues confinement elsewhere. Death is also a custody-ending event in some notification systems and must never be described as an ordinary release.
A VINE alert can arrive before all public sources align. Preserve the message, event date, reporting facility, and offender identifier. Then ask the jail for the existing transaction. If the event concerns bond or a court order, search the combined Harrisonburg/Rockingham General District Court or the correct circuit court. Online court data can explain a decision but is not the official order and may not record the jail’s processing time.

- Complete the confirmation process. Phone registrants create a private PIN.
- When VINE calls, enter the PIN to acknowledge receipt and stop repeat calls.
Keep the PIN private. Register separately for each relevant person. A notice is an alert to verify, not a direction to act on an unconfirmed location. When safety or formal victim notice is important, use the official registration channel instead of relying on repeated manual searches.
Phone registration has one special step. The PIN acknowledges the call and stops repeat attempts after it is entered. It is not the person’s offender identifier and should not be shared. Text and email registration use their own confirmation flow when offered. Check that the number or address remains active, and update the registration through the service when contact information changes.
Harrisonburg VINE-to-NAAVI Handoff
Virginia’s notification handoff is the distinctive local issue. A Harrisonburg defendant may be held at MRRJ or RHRJ while the local jail reports to VINE. If VADOC later assumes state custody, the local jail closes its event. That can produce a local release or transfer notice even though incarceration continues under the state. Registration does not move automatically from Virginia Jail VINE to VADOC.
The official Virginia VINE workflow explanation says a new registration may be needed when custody crosses systems. Eligible victims and qualifying immediate family use the VADOC NAAVI registration portal for post-conviction state-custody notices. That system can address events such as advance release, actual release, transfer, escape or recapture, death, name change, work release, and parole within its rules.

Virginia State Release Registration
The official NAAVI pre-screen and registration page begins the separate state-custody process for people who meet its victim-service rules.
The screen illustrates the VADOC handoff. It must not be used as if it were the public VINELink search for MRRJ or RHRJ.
VADOC Victim Services lists help on weekdays from 8:30 a.m. to 5:00 p.m. at victimservices@vadoc.virginia.gov. Eligibility and case details should be handled through that office. A person who remains on probation or parole may appear through the VADOC locator’s supervisee function, but NAAVI itself does not cover those community-supervision records.
Confirm Harrisonburg VINELink Events
Three records provide the strongest check when a VINE event is unclear: the reporting jail’s custody transaction, the court’s disposition or release order, and the next custodian’s system. The first establishes the effective jail event. The second may explain its legal basis. The third determines whether custody continued elsewhere.

VADOC’s public locator covers people under its custody or supervision and updates daily, subject to its accuracy warning. It is not guaranteed to retain every fully discharged person in public results. When a former state inmate is no longer displayed, VADOC records channels may be needed. A local-jail VINE event and a VADOC result answer different parts of the custody path.
